Institutional development program (PRI) diagnoses the condition of investment and enables to assess the level of development of particular areas in commune office. Apart from literature on the subject authors used in their research the methodology of Institutional Analysis which was worked out for the PRI needs ( 2001-2004 version). The aim of the article is to identify the proper public services area that coves two particular spaces: public services including communal ones and human resources management. Taking into account logical connection between those areas authors by their research presented that the level of provided services is determined by the quality of employed people as well as the level of human resources management.
