Administracja publiczna współczesnego państwa demokratycznego ulega ciągłej ewolucji. Powoduje to nieustanne zmiany, obejmujące przede wszystkim przekształcenia form podmiotów administrujących, ich trybu działania, metod pracy i używanych środków do realizacji celu publicznego oraz konkretyzacji praw podmiotowych jednostki.

In Polish legal writing the category of administrative police raises obvious interest. Its objective, subjective and functional presentation is of importance to determine activities concerning regulations and restrictions carried out by the administration what is tantamount to the clear marking of borderlines: the state – an individual. Functions of the police nature determine them in the special way. The essence of the administrative police oriented to protect socially important achievements (values, states) depends on many factors, the most important of which is the goal of actions taken by a given entity. Except for it, however, it is important to determine specificity of legal means, sanctions at a given entity’s disposal. The presented study does not exhaust the issues addressed in the title. It introduces a view on the essence of the administrative police as clearer and clearer formed function of various public and private entities.
