Civic Militia after the Stalinist period was looking for a new model of operational work. Operational instructions created after 1956 were aimed primarily at combating criminal and economic crime. An important element of MO’s operational work was the creation of an observation department and a department using the operational technique. These departments were liquidated by the decision of the Ministry of the Interior, and their tasks were taken over by the Security Service, which had a negative impact on the fight against crime. Records of secret instructions allow to learn the tactics of MO’s operational work in combating criminal crime in the PRL in 1956–1970.
