Ponieważ świat pracy ulega zmianie z powodu nowych technologii, digitalizacji oraz globalizacji na rynku pracy, niektórzy Policy makers zmuszeni są do „wzięcia na pokład” koncepcji dotychczas tylko nieznacznie dotykanych i przemyślenia systemów zabezpieczenia społecznegooraz państwa opiekuńczego takich, jakie znamy. Idea uniwersalnego dochodu gwarantowanego (UBI), napędzana potencjalnymi zagrożeniamiglobalizacji, wzrostem automatyzacji oraz rewolucją cyfrową, nieśmiało znajduje drogę w europejskiej debacie. W artykule wyjaśniasię dyskusje na temat UBI, jakie ostatnio zostały podjęte w instytucjach Unii Europejskiej i szkicuje porównawczo opinie na temat inicjatyw związanychz UBI. Rozważa się sposoby zajęcia przez UE stanowiska w sprawie UBI, mając na uwadze fakt, że Komisja Europejska nie może proponowaćrozwiązań prawnych w odniesieniu do uniwersalnego dochodu gwarantowanego.

As the world of work is changing due to new technologies, digitalisation and global shifts in the labour market, some policy makersare forced to take on-board previously inconsiderable ideas regarding social security systems and rethink the welfare state as we know it.Fuelled by the potential threats of globalisation, increasing automation and the digital revolution, the idea of Universal Basic Income (UBI)is timidly finding its way into the European debate. This article explores recent UBI related discussions at EU institutions, draws a comparativeview on current national Basic Income initiatives across Europe, and looks at ways the EU could position this debate, aware that the EuropeanCommission cannot propose legislation on an issue such as the Universal Basic Income.
