Problem zadłużenia państw stał się szczególnie widoczny w trakcie kryzysu finansowego. W celu zapobiegnięcia skutkom nadmiernego długu publicznego państwa wprowadzają do swoich porządków tzw. reguły fiskalne. Najważniejsza tego typu regulacja znajduje się w Konstytucji RP, która wyznacza granicę zadłużenia jako 3/5 PKB Stanowi ona skuteczne rozwiązanie, bowiem pod jej rządami dług publiczny w Polsce nie przekroczył granicy 60%.

The problem of countries' indebtedness became particularly evident during a financial crisis. In order to prevent the effects of excessive public debt, the states introduce so-called fiscal rules into the legal orders. The most important regulation of this type is stipulated in the Constitution of the Republic of Poland, which determines the limit of debt as 3/5 of GDP. It is the effective solution since public debt in Poland has never exceeded the 60% limit.
