Ataki terrorystyczne w Europie – w Hiszpanii (2004), Londynie (2005), a ostatnio we Francji (2015) – wpłynęły na rządy europejskie, decydentów w sprawach bezpieczeństwa narodowego, przywódców religijnych, media oraz opinię publiczną sprawiając, że podmioty te odgrywają obecnie zarówno krytyczne, jak i konstruktywne role w wojnie z terroryzmem. Artykuł skupia się na kwestii niekontrolowanej liczby nielegalnych imigrantów i uchodźców przybywających do Grecji w drodze (przede wszystkim) do Niemiec oraz do państw skandynawskich. Kładzie także nacisk na potrzebę stworzenia polityki migracyjnej UE oraz siatki wywiadu osobowego, która składałaby się z europejskich oficerów łącznikowych ds. imigracji, gromadzących i dzielących się informacjami wywiadowczymi w gronie 28 państw członkowskich UE. Umożliwiłoby to zapobieganie przewozowi migrantów przez handlarzy ludźmi, ograniczając tym samym konieczność podejmowania związanego z nimi problemu już po ich przybyciu do Europy.

Terrorist attacks in Europe, such as Spain (2004), London (2005) and recently France (2015) have transformed European governments, national security decision-makers, religious leaders, media and the general public to play both critical and constructive roles in the war against terrorism. The article focuses on the uncontrollable numbers of undocumented migrants and refugees that arrive in Greece on their way to Germany (primarily) and Scandinavian states; as well as emphasizes the need for an EU Migration Policy and the establishment of a Network of Human Intelligence (HUMINT) European Immigration Liaison Officers (ILO) who collect and share intelligence among 28 EU member states in order to prevent human traffickers from transferring migrants instead of trying to manage immigrants after they have arrived in the European land.
