Autor podejmuje próbę oceny zmian w systemie certyfikacji umiejętności ECDL z punktu wi-dzenia zmian projakościowych. Opisuje główne zmiany w strukturze organizacyjnej, koncentrując się na procedurach egzaminacyjnych. Perspektywę tworzą jego wieloletnie doświadczenia jako trenera, wykładowcy akademickiego i egzaminatora od czasów, gdy nie istniał internetowy system egzaminacyjny ECDL, a cała organizacja egzaminu należała do egzaminatora. Autor negatywnie ocenia wprowadzoną zasadę, że egzaminator podczas oceny egzaminu nie ma dostępu do zadań (pytań), które miał wykonać egzaminowany, a oceny dokonuje jedynie na podstawie instrukcji oceny pytań (zwanego „arkuszem oceny”) i pliku (lub plików) z efektami wykonania przez egzaminowanego zadań. Trudno stworzyć taką jednoznaczną instrukcję w postaci zamkniętej kilkuelementowej kafeterii standaryzującą ocenę wykonania zadań wymagających kreatywności. Odcięcie oceniającego od treści zadań przekazanych do wykonania egzaminowanemu może powodować błędy oceny, co nie może mieć miejsca.

The author attempts to evaluate changes in the skills ECDL certification system from the viewpoint of pro-quality changes. He describes the main changes in the organizational structure, focusing on examination procedures. His perspective is formed through his many years of experience as a trainer, academic lecturer and examiner, from the period when there was no on-line ECDL examination system and the whole planning and execution of the exam was carried out by the examiner. The author is critical of the newly introduced principle whereby during the final exam, the ex-aminer has no access to questions / tasks ()performed by the individual examined – Grading is carried out only on the basis of instructions on the evaluation of questions (hereinafter "assessment sheet") and file (or files) resulting from the implementation of the examinee tasks. It is difficult to objectively assess examinees work on the basisof a closed standardized cafeteria for the assessment of tasks requiring creativity. Restricting examinators’ access to the content of the tasks given to candidates to perform may cause errors in assessment, something which should never happen.
