Artykuł jest opisem (w perspektywie społeczno–historycznej) procesu internacjonalizacji szkolnictwa wyższego oraz relacji – jakie zachodzą – między uczelnią wyższą a jej otoczeniem. Z jednej strony – proces internacjonalizacji polskiego szkolnictwa wyższego związany jest ściśle z zachodzącymi w naszym kraju przemianami, a jednym z efektów transformacji ustrojowej była redefinicja jego obecności na arenie międzynarodowej. Z drugie zaś, transformacja ustrojowa przyniosła szereg zmian w relacjach między szkołami wyższymi a ich otoczeniem. Objęły one wszystkie poziomy relacji: poczynając od najwyższego, określającego charakter stosunków między państwem a instytucjami szkolnictwa wyższego aż po najniższy poziom relacji między uczelniami a odbiorcami ich usług.

The article is a description (in the socio-historical prospective) of a process of internationalization of higher education and relationships – that take place – be­tween the educational institution and its environment. On the one hand, the pro­cess of internationalization of Polish higher education is closely associated with ongoing changes in our country, and one of the effects of the transition was the redefinition of its presence in the international arena. On the other hand, politi­cal transformation has brought a number of changes in the relationship between universities and their surroundings. They Include all levels of relationships: from the top, defining the nature of the relationship between the state and higher educa­tion institutions to the lowest level of the relationship between universities and the recipients of their services.
