Artykuł zawiera analizę procesów prywatyzacji sektora publicznego oraz decentralizacji i fragmentacji odpowiedzialności w zakresie polityki rozwoju społeczno-gospodarczego w Polsce. Decentralizacja osłabia potencjał oddziaływania tej polityki, zaś urynkowienie utrudnia zaspokojenie potrzeb społecznych. Rozwój społeczny może być skutkiem takich polityk regionalnych i lokalnych, które będą przedłużeniem (kontynuacją) poprawnej rządowej polityki przemysłowej oraz edukacyjno-naukowej. Zrzekanie się tych kompetencji na rzecz samorządu prowadzi do negatywnych skutków.

Two joined political processes are maintained in Poland: 1) privatization of public services, such as health care, public transport bus services, waste utilization, heat and water supply, education. The reason is the belief that the market forces will bring improvements (lower prices and higher quality), but the real results are rather weak and disappointing; 2) reducing the scale of central government and increasing the role of self-government. In the post-keynesian perspective decentralization of economic policy is deficient, because only the national state and its institutions can improve the structure of national industry and develop the regional labor market, while local authorities may perform an auxiliary function
