Realizacja projektu odnowy śródmiejskiej dzielnicy Roppongi jest przykładem efektywności w wytrwałym dążeniu do realnego współdziałania w przestrzeni miejskiej. Japonia jest szczególnym przypadkiem z punktu widzenia zagadnień przestrzennych ze względu na znaczny poziom gęstości zaludnienia i skalę urbanizacji, co teoretycznie wskazywać mogłoby na szczególne nasilenie konfliktów przestrzennych, jednakże praktyka okazuje się zupełnie odmienna.

Japan is a special case from the spatial point of view due to the significant level of population density and scale of urbanization. Similarly to Poland in the 90s of the last century there has been introduced decentralized spatial planning system, based on the liberal nature of planning with public participation as the one of the basic ideas. Implementation of the downtown renewal project of the Roppongi district is an example of so called ‘responsible social participation’. The project was carried out using a method called ‘land readjustment’ (LR) which played a key role during the economic crisis in Japan. Its main idea is based on cooperative land development technique. The urban renewal areas are designated by decision at the central level. LR project may be initiated both public and private. Landowners contribute to the costs of investment, but are also the beneficiaries of change in the area. Example of Roppongi Hills is a project lasting more than 17 years due to the fact that redevelopment area is accounted for the property over 500 people. This long participatory process is the result of an individual approach to each of the landowners within the designated area caused by an explanation of the project, promoting the benefits resulting from its implementation and ultimately convincing to sign a document confirming that they are decided to participate in it. Just after obtaining more than 400 written consents Mori Building Company was able to proceed to the investment. Currently, the area of Roppongi Hills is one of the fastest growing areas of Tokyo's Minato ward. Within the project there was also conducted modernization of the communication system, the creation public square and park and rest worked out in the consultation solutions, which is an important aspect in the context of building mutual trust
