Perspektywa wykorzystania faktu bezpośredniego, pokojowego sąsiedztwa Polski i Niemiec oraz określenia płaszczyzn i mechanizmów dwustronnej współpracy w obszarze pogranicza stanowiła przedmiot zainteresowań posłów na Sejm I, II, III i IV kadencji. Tym samym, była niejednokrotnie podnoszona na forum niższej izby polskiego parlamentu, decydując równocześnie o kształcie i charakterze debat poświeconych, szeroko rozumianemu, rozwojowi relacji polsko-niemieckich. Uzasadnionym, w tak zarysowanym kontekście, pozostaje przedstawienie skali i zakresu, w jakim kwestia granicy i pogranicza polsko-niemieckiego pozostawała elementem tego typu debat. Za konieczne można uznać podkreślenie ich wybranych, często pomijanych wątków. Wśród nich, wymienić należy te wątki, które, z jednej strony, w mniejszym stopniu dotyczyły samego procesu rokowań i negocjacji poprzedzających uznanie granicy na Odrze i Nysie Łużyckiej, a z drugiej, ogniskowały się wokół możliwych konsekwencji pomyślnego zakończenia tego procesu. Stosownym pozostaje zatem zarysowanie parlamentarnych debat koncentrujących się na kwestii roli oraz znaczenia granicy (oraz obszaru pogranicza) w kształtowaniu bilateralnych relacji i, co z tym związane, wpływu bezpośredniego sąsiedztwa na ich kształt i charakter.

The documents gathered in the archives in Stary Kisielin concern delineating as well as marking and controlling the borderland regions of Lubusz Land. They cover the years 1945-1970. They contain a number of decisions and administrational edicts that regulate the legal matters regarding the settlement and the reasons for relocation of people from the borderline areas. They describe the problems and responsibilities of particular cities and counties that stemmed from their close proximity to the border as well as the cooperation with the authorities protecting the border. At the sessions of the Presidium of the Provincial National Council in Zielona Góra, contradictory and incoherent border regulations were discussed and the conflicts between the terrain administration authorities and the Border Protection Army (Wojska Ochrony Pogranicza) were resolved This collection of documents constitute an example of a certain chaos that arose on the newly created border, the attempts to put the reclaimed property into use and the situation of uncertainty regarding the reclaimed lands among the civilian population.
