Precyzując obszar działań służb specjalnych (wywiadowczych, kontrwywiadowczych i policyjnych), z pewnością należy wskazać, że obejmuje on sferę szeroko pojętego bezpieczeństwa, a mówiąc dokładniej: zapewnienia bezpieczeństwa państwu i jego obywatelom. Uznając z kolei, że bezpieczeństwo pozostaje we wzajemnej relacji z zagrożeniami, można z całą pewnością mówić o pierwszoplanowej roli służb specjalnych w podejmowaniu walki z najważniejszymi zagrożeniami współczesnego świata. Należy także wskazać bezpośredni i niepodważalny wpływ tych struktur na definiowanie i kreowanie polityki państwa (także w sferach innych niż bezpieczeństwo).

When determining the area of activity of the secret services, it should certainly be mentioned that this includes the area of broadly understood security of the country and its citizens. The operation of secret services in democratic societies is based on their legal establishment in the country’s structures and on their fulfilment of an ancillary role in guarding the assumptions of the national security. Secret services can be defined in a traditional manner from the angle of intelligence and counterintelligence, or by means of legitimized operational and reconnaissance actions. The name intelligence is assigned, on the one hand, to an organization conducting activities aimed at gaining information important for the security of the state and, on the other hand, the very process of obtaining such information. Counterintelligence, on the other hand, performs its statutory activities, as a matter of principle, in its home country, protecting the country’s legal structure or infrastructural facilities of strategic importance, economic, scientific, research and development entities. The specificity of contemporary threats defined as asymmetrical makes it difficult to select the means of fighting them. Hence, special services are mostly obliged to define and recognize the sources of aggression and provision of significant knowledge which, as a result, will make it possible to develop specific models of fighting undesirable phenomena of a specific kind.
