Evaluation is like Corporate Social Responsibility deeply involved in institutional, cultural and social values of the real communities. It means that evaluation process is not a “mechanical”, valuefree data assessment , but is an interactive discourse engaged in human interests, attitudes, needs and images. Evaluators are responsible for designing research activity with own type of human relations, but also human rights, with respect to dignity each social group. From this point of view social ethics of evaluation has three dimensions according to responsibility of purpose, a way of conducting and application as a final value of valuing. Ethical aspects of evaluation should be one of the most important feature tested in evaluation practice as a level of evaluation culture in the new model of the knowledge based society.
