Voting by proxy is a form of voting which has been used in several Western European countries such as France, Belgium. Undertaken since 1992, attempts to introduce the practice of electoral institutions of our country have been completed by the establishment of the act giving specific groups of voters the right to use this method of voting. Practice and insightful analysis of the institutions of voting demonstrate the direction of changes — whether the evolution is consistent with the expectations of the legislature, the society and the interested parties, or maybe just the opposite.
