W związku z pojawiającymi się nowymi zagrożeniami na świecie, istnieje konieczność ich identyfikowania i podjęcia skutecznych działań. Wojska Obrony Terytorialnej są na nie odpowiedzią i dają możliwość działania w aspekcie militarnym oraz niemilitarnym. Artykuł ukazuje proces tworzenia pierwszych trzech brygad Obrony Terytorialnej, problemy z tym związane oraz rozwiązania, jakie zastosowano. W celu sprawnego przebiegu procesu formowania Dowództwa Brygad OT oraz batalionów OT stworzono Grupy Organizacyjne (GO), które wspierane przez wyznaczone jednostki zapoczątkowały proces formowania. Pełne zaangażowanie osób funkcyjnych w proces tworzenia brygad pozwoliło na bieżące wyciąganie wniosków i wdrażanie usprawnień. Kluczowym okazało się przygotowanie odpowiedniej infrastruktury zapewniającej możliwości logistyczne oraz szkoleniowe. Do oceny pozostaje poprawność przyjętych rozwiązań. Założyć należy, że rozwiązania, które zaproponowano w przyszłości będą modyfikowane i dostosowywane do potrzeb zapewniających realizację postawionych celów.

Due to emerging new threats over the world it, is necessary to identify them and take effective actions. Territorial Defence Troops (TDT) are the answer to the threats and give an opportunity to fight them in a military and non-military aspect. The article presents the process of forming three Territorial Defence Brigades, problems related to it and the solutions that were used. To properly perform the process of forming Territorial Defence TD, Territorial Defence Brigades and TD battalions, the Organizing Groups (OG) were initiated. To do their task fast and ably they had assistance from operational military units located in common responsibility area. Logistic and training facilities were the most important in organizing process. The full involvement of functionaries in the process of creating brigades has allowed to draw conclusions and to implement improvements. It should be assumed that solutions which have been proposed need to be modified and adapted in the future to ensure the achievement of the aims.
