Literatura przedmiotu wskazuje, że globalny kryzys finansowy może mieć dualny wpływ na system opieki zdrowotnej. Po pierwsze, może znacząco ujemnie wpływać na dostępność do zaso-bów systemowych. Po drugie, odnotowuje się pozytywny wpływ na popyt na usługi zdrowotne. Niewątpliwie pozytywne efekty podejmowanych działań są ściśle uzależnione od spójności po-dejmowanych decyzji w sektorze publicznym zgodnych z celami reformy gospodarczej i celami systemów opieki zdrowotnej. Celem artykułu jest analiza podejmowanych działań w sektorze finansów publicznych w opiece zdrowotnej w obszarze: zmiany poziomu i zakresu zaangażowania finansowego państwa, zmiany jakości i dostępności usług opieki zdrowotnej oraz zmiany publicz-nych kosztów w systemie opieki zdrowotnej.

Literature indicates that the global financial crisis may result in dual effect on the health care system. First, it can significantly impact on the availability of system resources. Secondly, it ap-pears to be a positive influence on the demand for health services. Undoubtedly, the positive re-sults of the measures taken are strictly dependent on the consistency of decisions making in the public sector in line with the aims and objectives of the economic reform of health care systems. The purpose of this article is to analyze the action taken in the public finances in health care in the area of: changes of the level and scope of the state's financial commitment, changes in the quality and accessibility of health care services, and changes in the cost of public health care system.
