Tworzenie w lipcu 1944 r. struktur Milicji Obywatelskiej w poszczególnych powiatach Lubelszczyzny było jednym z elementów instalacji władzy komunistycznej na terenie Polski. Od pierwszych dni tego procesu najistotniejszą kwestią pozostawała sprawa właściwego doboru – z punktu interesów PPR – kadry tej formacji. Analizując kwestie personalne bialskiej komendy w pierwszym roku jej funkcjonowania, widać wyraźnie, iż jednym z najistotniejszych wyznaczników jej działania był problem należytego przygotowania fachowego oraz właściwej weryfikacji kandydatów pod względem ich zapatrywań politycznych. Konsekwencją odbiegającego od pożądanego przez komunistów składu personalnego MO, była duża fluktuacja kadr zarówno w obrębie samej komendy powiatowej, jak i poza nią, wynikająca bezpośrednio z założeń przyjętych przez KC PPR. Należy zauważyć, iż tylko w tym okresie komenda miała 4 komendantów, z których żaden nie dysponował odpowiednim doświadczeniem i przygotowaniem do wykonywanych obowiązków. Ta sama kwestia odnosiła się do całości kadry, co przy braku jasno sprecyzowanych podstaw prawnych funkcjonowania MO oraz skali i intensywności działań podziemia niepodległościowego miała zasadniczy wpływ na funkcjonowanie bialskiej Komendy Powiatowej w analizowanym okresie.

The establishment of the structures of the Citizens Militia in July 1944 in par-ticular the districts of the Lublin Region constituted one of the elements in the process of establishing Communist authority in Poland. From the first days of this process, the most significant issue was the appropriate selection - from the perspective of the Polish Workers Party's interests – of the staff of this formation. When analysing the personal issues of the Headquarters in Biała Podlaska in the first year of its functioning, one may clearly see that one of the most significant determinants of its activities was the problem of appropriate professional training and verification of candidates' political views. The con-sequence of the Citizens Militia personnel being far from desirable was the high staff fluctuation, both within and beyond the district headquarters, which was due to the assumptions made by the Central Committee of the Polish Workers' Party. It is worth mentioning that only during this period the Headquarters had four commanders, none of whom was sufficiently experienced or trained to perform the required duties. The same issue involved the entire staff, which together with the lack of a clearly-specified the legal basis for the Citizens Mili-tia’s functioning, and the volume and intensity of the activity of the underground resistance had a profound bearing on the functioning of the district Headquarters in the studied period.
