Niniejszy artykuł przedstawia doświadczenia Irlandii w efektywnym wykorzystywaniu funduszy strukturalnych Unii Europejskiej (lata 1989–1999 oraz plany na 2000–2006). Są one ujęte na tle przemian gospodarki irlandzkiej oraz członkostwa tego kraju w UE. Analizą objęte zostały: planowanie i negocjacje pomocy, struktury kolejnych przyjętych strategii, struktura wydatków, sprawność systemu zarządzania, makroekonomiczne efekty pomocy oraz krytyczne wnioski z ewaluacji programów. Artykuł, identyfikując główne czynniki irlandzkiego sukcesu – strategiczne myślenie oraz zdolność uczenia się – dowodzi, że pomoc strukturalna UE musi być umieszczona w kontekście szerszych działań prorozwojowych (gospodarczych i społecznych).
