Restrukturyzacja sektora komunalnego jest procesem nieustannych zmian dokonywanych w obszarze własnościowym, operacyjnym i finansowym, dostosowującym organizacje działające w turbulentnym otoczeniu rynkowym do uzyskania przewagi konkurencyjnej. Dostarczenie usług komunalnych podlega ciągłej weryfikacji pod kątem wzrostu jakości, obniżania kosztów oraz skracania czasu dostawy. Rolą samorządów terytorialnych jest dobór odpowiedniego modelu funkcjonowania gospodarki komunalnej, który zapewni zadowalającą efektywność usług przy równoczesnym lokalnym rozwoju gospodarczym. Celem artykułu jest wykazanie potrzeby restrukturyzacji samorządowych podmiotów komunalnych spełniających kryteria wysokiej jakości dostarczanych usług przy optymalnych kosztach poprzez implementację metod ciągłego doskonalenia zarządzania.

Restructuring the municipal sector is a process of constant changes made in the operational and financial areas as well as ownership. The process goal is to adjust the organizations within a turbulent market environment to gain a competitive advantage. Providing municipal services is continuously tested for increase in quality, costs reduction and also shortening delivery time. Local governments role is to select an appropriate model for the functioning of public utilities one which provides satisfactory efficiency of services while maintaining local economic development. The aim of this article is to demonstrate the need to restructure local municipal entities through the implementation of methods for continuous improvement of management so that the companies meet the criteria of quality of services provided at optimum cost.
