Celem artykułu jest przestawienie, jaki wpływ miał globalny kryzys finansowy na finansowanie szkół wyższych ze źródeł publicznych oraz jak zmiany te wpływają na funkcjonowanie uczelni na poziomie instytucjonalnym, prowadzenie przez państwo polityki edukacyjnej, a także na studentów.
