Aparat represji w okresie stalinowskim pełnił w Polsce główną rolę podczas instalacji systemu komunistycznego. Prężnie działająca machina terroru w postaci Ministerstwa Bezpieczeństwa Publicznego oddziaływała na wszystkie aspekty życia społecznego. Wszelki otwarty opór, a nawet pośrednie działania dążące do zmiany rzeczywistości politycznej były w okresie Polski Ludowej skrupulatnie zwalczane. Do pełnej kontroli społeczeństwa potrzebna była gęsta sieć agenturalna, za którą odpowiadały Miejskie, Powiatowe i Wojewódzkie Urzędy Bezpieczeństwa Publicznego. Niniejszy artykuł traktuje o toruńskim Urzędzie Bezpieczeństwa Publicznego, a ściślej o jego wpływie na zwalczanie podziemia niepodległościowego, działającego na terenie miasta i powiatu toruńskiego w latach 1945 - 1947. W pracy poruszona została także kwestia struktury i organizacji samej bezpieki. Należy zaznaczyć, że rok 1947 nie był schyłkiem działalności organizacji niepodległościowych, zarówno w okolicach Torunia, jak i w całym kraju. Szerzej o tym zagadnieniu traktuje praca magisterska autora, zatytułowana Miejski i Powiatowy Urząd Bezpieczeństwa Publicznego w Toruniu w latach 1945 - 1954.

The repression apparatus in the Stalin period in Poland played the main role during the installation of the communist system. The effective machine of terror in the form of the Ministry of Public Security affected all aspects of social life. Any open resistance, or even indirect attempts to change the political reality were combated in the period of the Polish People’s Republic. A network of agents was necessary to control the society, which was the re-sponsibility of the Bureaux of Public Security in the city, the county and the whole province. This article addresses the issue of Torun’s Bureau of Public Security’s influence on combating the independence underground movements in the city and the county of Toruń in the years 1945–1946. The author touch-es upon the issue of the structure and organization of the Ministry of Public Security. It must be underlined that the year 1947 was the last year of the ac-tivity of the independence movements both in the vicinities of Torun and in the whole country. The author discusses the problem more extensively in his MA dissertation titled The City and County Bureau of Public Security in Torun in the years 1945 –1954.

Bei der Errichtung des kommunistischen Systems spielte in der Zeit des Stalinismus in Polen der Repressionsapparat die Hauptrolle. Die effizient arbeitende Terrormaschinerie in Gestalt des Ministeriums für die Öffentliche Sicherheit beeinflusste alle Aspekte des öffentlichen Lebens. Jeder offene Widerstand, aber auch mittelbare Handlungen, die auf eine Änderung der politischen Wirklichkeit zielten, wurden in der Epoche Volkspolens gründlich bekämpft. Zur vollen Kontrolle über die Gesellschaft war ein enggeknüpftes geheimdienstliches Netz erforderlich, für das die Ämter für Öffentliche Si-cherheit auf Stadt-, Kreis- und Wojewodschaftsebene verantwortlich zeichne-ten. Der vorliegende Artikel beschäftigt sich mit dem Amt für Öffentliche Sicherheit in Thorn und speziell mit dessen Einfluss auf den Kampf gegen die Unabhängigkeitsbewegung im Untergrund, die in den Jahren 1945 bis 1946 in Stadt und Landkreis Thorn aktiv war. In der Arbeit geht es auch um die Frage der Struktur und Organisation der Sicherheitsbehörde selbst. Festzustellen ist, dass das Jahr 1947 nicht das Ende der Aktivität der Unabhängigkeitsorganisa-tionen markierte, weder in der Umgebung von Thorn noch im ganzen Land. Ausführlicher handelt von diesem Thema die Magisterarbeit des Autors mit dem Titel Die Ämter für öffentliche Sicherheit für die Stadt und den Landkreis Thorn in den Jahren 1945 bis 1954.
