W artykule opisano współpracę między Międzynarodową Organizacją Pracy a nowymi instytucjami europejskimi po II wojnie światowej, głównie Radą Europy i Europejską Wspólnotą Gospodarczą, w dziedzinie zabezpieczenia społecznego. W centrum zainteresowania znajduje się konwencja MOP nr 102 (z 1952 r.) i raport MOP pt. „Raport Ohlina” (z 1956 r.) oraz to, w jaki sposób współkształtowały one ewolucję europejskiego modelu społecznego w perspektywie długoterminowej. W drugiej części artykułu przedstawiono rozwój modelu na tle zmian paradygmatu, który miał miejsce w latach 70. ubiegłego wieku, w czasach od polityki keynesistowskiej do polityki neoliberalnej. Biorąc pod uwagę rozbieżności w polityce społecznej między MOP a UE, które rozpoczęły się w latach 60, w ogólnym zarysie opisuje ona późniejsze skutki zmiany paradygmatu w zakresie formułowania polityki społecznej w (nowym) „państwie konkurencyjnym”, w którym dobrobyt (europejski model społeczny) nie był już celem, ale stał się środkiem służącym poprawie wyników gospodarczych.

The paper describes the cooperation between the International Labour Organisation and the new post-WWII European institutions – mainly Council of Europe and European Economic Community – in the fi eld of social security. At the centre of interest are ILO Convention 102 (1952) and the ILO’s “Ohlin report” (1956) and how they have coshaped the evolution of the “European Social Model” in the long run. In its second part, the paper nests these developments into the paradigm change, that took place in the 1970s, from Keynesian to neo-liberal policies. While taking due account of ILO–EU divergence in social policy, which began in the 1960s, it describes in broad strokes the later impacts of the paradigm change on social policy formulation in the (new) “competition state”, in which welfare (“the ESM”) was no longer the goal but became a means to strengthen economic performance.
