The activities taken up so far in the area of e-government development were far from reaching the optimum organisation level of public administration. One of the identified problems is the lack of public document templates standardisation. This article presents an idea of a new legal institution that will fulfil the role of standardisation of document templates in the electronic world and will not impair traditional paper-based procedures. Such proposal shows the roadmap to reach the desired state of organisation – every administrative procedure covered with standardized document templates defined on a central level.
