Małe i średnie przedsiębiorstwa, które działają w zmiennym otoczeniu, powinny charakteryzować się wysokim natężeniem innowacji oraz umiejętnością reagowania na potrzeby rynku z nowymi produktami i technologiami. Na działalność innowacyjną tych przedsiębiorstw mają wpływ zarówno uwarunkowania zewnętrzne związane z otoczeniem oraz uwarunkowania wewnętrzne stanowiące potencjał innowacyjny przedsiębiorstwa. Rozwojowi innowacji w małych i średnich przedsiębiorstwach może sprzyjać rozwój regionalnych inteligentnych specjalizacji poprzez wsparcie powstawania nowych przedsiębiorstw w oparciu o przemysły charakteryzujące się wysoką innowacyjnością, wzrost nakładów na B+R w sektorze przedsiębiorstw, wsparcie rozwoju działalności B+R przedsiębiorstw, transfer wiedzy, innowacji i technologii w ramach współpracy biznesu ze sferą nauki. Celem artykułu jest analiza i ocena wpływu inteligentnych specjalizacji regionu na stymulowanie aktywności innowacyjnej małych i średnich przedsiębiorstw. Pierwsza część artykułu to studia literaturowe poświęcone istocie inteligentnych specjalizacji dla rozwoju regionu, druga część to analiza doświadczeń województwa świętokrzyskiego w zakresie możliwości poprawy innowacyjności małych i średnich przedsiębiorstw poprzez rozwój inteligentnych specjalizacji. W opracowaniu wykorzystano badania ilościowe w postaci 314 wywiadów z przedsiębiorstwami przeprowadzonych techniką CATI zrealizowane w ramach projektu pt. „Trendy rozwoju innowacyjności w województwie świętokrzyskim” realizowanego w ramach Regionalnego Programu Operacyjnego Województwa Świętokrzyskiego na lata 2014-2020.

Small and medium-sized enterprises that operate in an ever-changing environment should be characterised by high levels of innovation and the ability to respond to market needs with new products and technologies. Innovative activities of these companies are influenced by both external determinants connected with the environment and internal determinants related to their own innovative potential. The development of innovations in small and medium-sized enterprises can be fostered by the development of regional smart specialisations through supporting the establishment of new enterprises based on highly innovative industries, increasing R&D expenditure in the corporate sector, facilitating the development of R&D in enterprises, as well as knowledge, innovation and technology transfer in the framework of business and science cooperation. The aim of the paper is to analyse and assess the impact of smart specialisations of the region on stimulating innovative activity of its small and medium-sized enterprises. The first part of the paper is a literature review devoted to the role of smart specialisations in the regional development, while the second part is an analysis of the experience of the Świętokrzyskie Voivodship with regard to the possibility of improving the innovativeness of its small and medium-sized enterprises through the development of smart specialisations. The paper is based on the quantitative research carried out in the form of 314 interviews with companies, conducted with the use of the CATI technique, within the project entitled “Trends in the Development of Innovativeness in the Świętokrzyskie Voivodeship” implemented in the framework of the Regional Operational Programme for the Świętokrzyskie Voivodship for the years 2014-2020.
