W kontaktach z administracją publiczną podanie w formie dokumentu elektronicznego powinno być podpisane przez wnoszącego (uwierzytelnione) przez zastosowanie kwalifikowanego certyfikatu przy zachowaniu zasad przewidzianych w ustawie z dnia 18 września 2001 r. o podpisie elektronicznym (DzU nr 130 poz. 1450 ze zm.) lub profilu zaufanego ePUAP. Podmiot publiczny, który używa do realizacji zadań publicznych systemów teleinformatycznych, może także umożliwiać użytkownikom identyfikację w tym systemie przez zastosowanie innych technologii. Ponadto planuje się możliwość identyfikacji użytkownika systemów teleinformatycznych przez zastosowanie certyfikatu podpisu osobistego przy zachowaniu zasad przewidzianych w ustawie z dnia 6 sierpnia 2010 r. o dowodach osobistych (DzU nr 167 poz. 1131)

The scientific literature on administrative proceedings established, amongst other things, the opinion that a signature identifies the person who has placed it and that it constitutes a written form of their declaration of will. An application submitted in the form of an electronic document can be validated by means of a safe electronic signature, which identifies the person placing it on the basis of the data contained in the certificate. In the process of the placement of electronic signature, asymmetric cryptography techniques with a pair of keys are used. The private key (only available to its owner) is used to sign an electronic document. The public key, on the other hand, is used to verify the e-signature using a certificate. The process of the placement of a safe electronic signature includes the procedure of determining the function of the abridgement of the document and the encryption of the calculated value of this function, using the private key of the person placing the signature. The method made available by the Electronic Platform of Public Administration Services (ePUAP), i.e. a teleinformation system in which public institutions make their services available on the Internet, is an alternative for this kind of signature. The trusted profile is of primary importance here, i.e. a set of information identifying and describing the entity or the person holding an ePUAP account. The basic difference compared to a qualified electronic signature consists in connecting the validation by using the trusted profile with the generation or processing of a document in a specific public administration system. A qualified signature can be used independently of the system in which it was created.
