Experts and scientists are in disagreement over whether there is a crisis management system in Poland. The aim of this paper is to find the answer to this question by comparing the Polish crisis management mechanisms with the Italian crisis management system. Particular attention is paid to normative and definitional issues as well as crisis management components and applied procedures in both countries. Also, the paper discusses historical aspects and key factors that have influenced the creation of current crisis management procedures in both Poland and Italy.
