One of the challenges of public management is the forging of new standards of public administration. The aim of the article is a critical analysis of the proposals to redefine the role of a public manager, which can be found in the new concepts of governance. Two main proposals are being analysed. First relates to active participation in creating the public interest and formulating the goals of public policies. While the other is based on the concept of management by values, which are considered the foundation of democratic societies. The article presents the most important critical arguments based on Max Weber’s legacy.
