Even when cooperation between developing countries was born in opposition to the North/South hub, from its origins to the present day it is still being conceived not only as a potential alternative, but also as a complement to the Traditional System of ODA. Today SSC can be considered a valid and attractive alternative to traditional options, while allowing the positioning of emerging countries and generating a multipolar distribution of power which influences the restructuring of the international design. However, the SSC in LA&C is completely subordinated to the dominant standards of development and despite having the merit of exerting certain pressure on the Traditional System of ODA, it points more towards multipolarity and regionalism, which implies greater autonomy for LA in relation to the U.S.
