In the article the problems of evolution of Polish building regulations were presented. The author arrives at a conclusion that within the whole period of time, in which the building regulations were developed, this process was influenced by: 1) historical conditions, 2) government system, social and economic transformations, 3) administrative reforms,4) changes of assumptions of creation of the legal system, 5) adopting law for requirements of the European Union, 6) changing itself legal and institutional surrounding of the Building Regulations act, 7) and as ex-perience of previous years teaches us, altering „atmospheric conditions”.
