Inteligencja jest definiowana jako zbiór ogólnych zdolności poznawczych, które są wykorzystywane do rozwiązywania problemów. Pomiar inteligencji dokonywany jest na podstawie rezultatów specjalnie zaprojektowanych w tym celu testów. W opracowaniu przedstawiono możliwości adaptacji koncepcji inteligencji wypracowanej w psychologii na potrzeby nauk o organizacji i zarządzaniu w celu opisania kapitału intelektualnego jednostki samorządu terytorialnego - powiatu.

Intelligence is defined as a set of general cognitive abilities which are used to resolve problems. Measurement of intelligence is carried out on the basis of results of the specially designed for this purpose tests. In the study, the author presented the possibilities to adapt the concept of intelligence worked out in psychology for the purposes of sciences of organisation and management in order to describe intellectual capital of the local self-government, the county (poviat).
