In 2015, according to the data of the High Commissioner for Refugees (UNHCR), 1 million persons emigrated to Europe due to persecution, war and poverty. In Poland, 12,241 persons were subject to applications for providing international protection. In comparison to 2014 (8,195), last year witnessed an increase of 49 percent. However, as reflected in the findings of NIK’s audit, our country is not prepared for a massive inflow of refugees, due to several reasons: the limited number of places in refugees centres, lengthy proceedings related to granting the status of a refugee, and due to inefficient system of integration assistance for foreigners that does not provide for appropriate integration with the society. It can be proven by little interest of refugees in learning the Polish language, and their low activity in the labour market. The majority of refugees do not intend to stay in Poland after completing integration programmes, and use the refugee procedure to migrate to other states of the European Union or the Schengen Area.
