Artykuł dotyczy problemu wykorzystywania zamówień na usługi badawczo-rozwojowe do wspierania rozwoju innowacyjnych przedsiębiorstw. Zamówienia te są realizowane głównie w formule programu SBIR (USA) lub zamówień przedkomercyjnych (państwa europejskie). Mimo rosnącej popularności, ich wdrażanie napotyka na wiele wyzwań. W przypadku Polski są to niska skłonność instytucji publicznych do podejmowania ryzyka, niski poziom zaangażowania ze strony potencjalnych użytkowników oraz niski poziom umiejętności w zakresie identyfi kacji i wyboru problemów/potrzeb będących przedmiotem tego typu zamówień. Przezwyciężeniu tych barier może służyć opracowywanie planów zamówień przedkomercyjnych przez instytucje publiczne, popularyzowanie wiedzy i podnoszenie umiejętności, a także wykorzystanie foresightu w zakresie identyfi kacji oraz do określania tematów zamówień przedkomercyjnych.

The article discusses the problem of using the procurements for research and development to support the development of innovative enterprises. The most popular forms of such programmes are: SBIR programme (US) and pre-commercial procurements (European countries). Despite the growing popularity of these instruments, their implementation face many challenges. In the case of Poland they include low propensity to take risks, the low level of mobilization and involvement of potential users in the process of identifying problems / needs that are the subject of such procurements and lack skills related to the identifi cation and selection of these problems/needs. The article recommends some measures to overcome these challenges such as the development of plans for pre-commercial procurement, the dissemination of knowledge, development of skills as well as the use of foresight in the identifi cation and description of the subject of pre-commercial procurement.
