The article is devoted to the theoretical foundations of the method of case management as an element in a social services system. Based on the analyses of the legislation and strategic documents of the European Union and Poland there was made an attempt to reveal the directions of the changes which take place in the dimension of the quality of life of the people who are the citizens of EU Member States. The particular attention is focused on the active integration services which are aimed at social and vocational reintegration and preventing poverty, marginalization and social exclusion. Case management with its individual and institutional dimensions can be used for more favourable achieving goals. The method of case management is a service which is provided in an individualized way. This way it is adapted to the needs and possibilities of the beneficiary at his full commitment. This is an integrated services system which is accumulated in the network and which is managed by one case manager. The integration of a variety of services which are managed by the manager allows more effective social and investment support of the various and long-term users’ needs. The German experience implementation of the case management method shows that it is effective in many areas. The introduction of the case management method on Polish soil (and not only) in order to improve the system of social services is a possible subject to the legitimization and introduction in the list of professions. The primary inclusion of this method can already be seen at the level of practice of a social worker, but not at the level of the actual functioning of the organizations. The lack of the necessary legal norms is, at present, the lack of understanding of the fact that case management is a professional activity involving the structuring of courses of actions, spheres of management and networks. The understanding of this idea will cause a reorganization of the services of the operating system, where the method of case management will be an important social investment element of change management.
