W opracowaniu podjęto próbę analizy możliwości i ewolucji polityki rynku pracy w kontekście jej społeczno-ekonomicznych uwarunkowań i źródeł finansowania. Aktywna polityka rynku pracy od lat sześćdziesiątych do końca lat osiemdziesiątych XX wieku była ważnym instrumentem wspierającym przemiany strukturalne w gospodarce. W latach dziewięćdziesiątych zaczęto promować filozofię państwa pracy (workfare state), która negowała zwalczanie wykluczenia społecznego przez przyzwoite świadczenia kompensacyjne. Na początku nowego tysiąclecia zwrócon uwagę na koncepcję przejściowych rynków pracy (transitional labour markets TLM). Zmierzała ona do nowej interpretacji pełnego zatrudnienia i innego rozumienia istoty systemów zatrudnieniowych. Obecnie w krajach Unii Europejskiej realizowana jest strategia flexicurity, w ramach której zadaniem polityki rynku pracy jest zapewnienie bezrobotnym bezpieczeństwa na rynku pracy.

In this paper the attempt to design a synthetic indicator showing changes in the effectiveness of job search assistance has been made. It was pointed out that the starting point for the construction of such an index should be to identify the metrics that show the degree of achievement of the objectives adequately attributed to the job placement, job counseling and assistance in active job search and to study their dynamics. Construction of the index proceeded in two stages. In the first stage the group performance indicators for individual services within the scope of job search assistance has been constructed. They were defined as a simple geometric mean of the individual chain dynamics indexes of selected indicators. In the second stage a synthetic index has been defined as a weighted geometric mean of a group performance indicators.
