Celem artykułu jest przedstawienie metodologii obliczania regionalnych defl atorów parytetu sily nabywczej (PPP) oraz omówienie zastosowań tego typu defl atorów w analizach regionalnego zróżnicowania dochodu czy płac. Regionalne zróżnicowanie dochodów to jeden z kluczowych aspektów w dyskusji na temat aktywnej polityki regionalnej – zarówno na poziomie krajowym, jak i w ramach wspólnych polityk Unii Europejskiej. W przypadku Polski to właśnie europejska polityka spójności, mająca na celu redukcję zróżnicowania w poziomie rozwoju różnych regionów, jest źródłem największej pomocy napływającej do naszego kraju. Kluczowym kryterium kwalifi kującym poszczególne kraje i regiony do otrzymywania wsparcia fi nansowego z funduszy strukturalnych i funduszu spójności UE jest poziom PKB per capita. Jednocześnie regionalny PKB per capita jest głównym wskaźnikiem branym pod uwagę w programowaniu wsparcia dla poszczególnych regionów. Warto zatem zadać sobie pytanie, czy wskaźnik ten jest wyrażany prawidłowo i jaki potencjalny wpływ na wyniki analiz prowadzonych przy jego wykorzystaniu mogłoby mieć uwzględnienie regionalnych defl atorów PPP. Artykuł przedstawia wyniki takich obliczeń dla Polski i omawia najważniejsze wnioski.

The aim of the paper is to present the methodology to calculate regional PPP defl ators and their use in the analysis of the regional differentiation of income or wage levels. The regional income dispersion is one of the key aspects in the discussion about an active regional policy, both on the country level and in the framework of the common regional policy of the EU. In the case of Poland, the European cohesion policy aimed at reducing the differences in the development level of the individual regions is the main source of the aid infl ow into our country. The per capita GDP level is the main criterion used in qualifying individual countries and regions for the fi nancial support provided in the framework of structural funds and the cohesion fund offered by the EU. The average per capita GDP is the main indicator considered when elaborating the programs of fi nancial support for individual regions. It is therefore proper to ask whether this crucial indicator is properly measured, and what could be the effect of the use of regional GDP defl ators in its calculation on the results of the analysis. The paper presents the results of such calculation for Poland and discusses the main results.

Целью статьи является представление методологии расчёта региональных дефляторов паритета покупательной способности (ППС) и обсуждение применения такого типа дефляторов в анализах региональной дифференциации дохода или зарплаты. Региональная дифференциация доходов является одним из ключевых аспектов в дискуссии на тему активной региональной политики – как на отечественном уровне, так и в рамках совместных политик Европейского союза. В случае Польши именно европейская политика конвергенции, призванная сократить различия в уровне развития разных регионов, является источником самой большой помощи, поступающей в нашу страну. Ключевым критерием, по которому отдельные страны и регионы получают финансовую поддержку из структурных фондов и фонда конвергенции ЕС, является уровень ВВП на душу населения. Одновременно региональный ВВП на душу населения является главным показателем, учитываемым в подготовке программы поддержки для отдельных регионов. Стоит в таком случае задуматься над правильностью расчета этого показателя и над тем, какое потенциальное влияние на результаты анализа, проводимого с его использованием, мог бы иметь учёт региональных дефляторов ППС. В статье представлены результаты таких расчётов для Польши и обсуждены важнейшие выводы.
