Zbliżenie polityk gospodarczych państw członkowskich Unii Europejskiej wywołane przez kryzys gospodarczy może przynieść zbliżenie ich polityk społecznych. W związku z tym przedkłada się obecnie propozycje konkretnych rozwiązań, takich jak np. wspólne dla wszystkich państw członkowskich UE (albo co najmniej strefy euro) ubezpieczenie od bezrobocia. W artykule dokonano krótkiego przeglądu tych propozycji, wśród których wyróżnia się obecnie trzy podejścia: kryzysowe, wzajemne oraz wspólne sensu stricto. Projekty stworzenia ubezpieczenia od bezrobocia w ramach strefy euro należałoby z punktu widzenia Polski oceniać krytycznie, jako umacniające „dwie prędkości” integracji europejskiej. Zarazem konsolidacja gospodar­cza UE na podstawie tego obszaru obowiązywania wspólnej waluty jest faktem. Otwarte pozostaje pytanie, czy wdrożenie omawianych propozycji rzeczywiście przyniosłoby efekty, na które liczą ich autorzy.

Approximation of economic policies of the member states of the European Union, caused by the economic crisis, can in turn bring the approximation of their social policies. Owing to this, specific proposals are being put forward, such as common unemployment insurance in EU member states (or at least in those among them, which belong to the Eurozone). This text is undertaking a short analysis of these proposals, among which three approaches can be discerned: output gap / cyclical shock insurance, reinsurance / catastrophic insurance, and pooled / basic insurance. Attempts at creation of common unemployment insurance in the Eurozone should be, from the Polish point of view, assessed with criticism, as reinforcing the “two speed” approach to the European integration process. On the other hand, economic consolidation of the EU around this common currency area is a fact. Question, whether the analysed proposals would actually bring the effects expected by their authors, remains open.
