The aim of this paper is to determine the role of the Family 500 plus Programme in rural areas, taking into account the ratio legis of the Polish Act on State Aid in Raising Children. It has been stressed that for many years the pro-family policy has been gravely neglected in Poland and the legal, economic and systemic reasons for the current demographic crisis have been presented. It is concluded that the legislative initiative is certainly a step towards a more profamily policy and despite a number of defects it is significance to rural areas. About three fourths of families in agricultural households will receive support for the first child and hence the programme may support achievement of the demographic goal of the Act, and may also constitute an important tool in combatting poverty and increasing the birth rate in women, thus accelerating generation exchange in agriculture. It must be noted though, that the same impact will not be observed in other vocational groups. Thus the 500 plus Programme should be seen as an ancillary, but certainly not key tool in Poland’s demographic policy.

L’obiettivo dello studio è di determinare il ruolo del Programma Famiglia 500 plus nelle zone rurali tenendo conto della ratio legis della legge sugli aiuti di Stato nell’ambito dell’educazione dei figli. Nell’articolo è stato sottolineato che per molti anni la politica di sostegno alle famiglie è stata affrontata in maniera negligente. Inoltre sono state indicate cause giuridiche, economiche e sistemiche della crisi demografica. Nella parte conclusiva l’autore afferma che i lavori legislativi intrapresi costituiscono un piccolo passo compiuto nell’ambito della politica a sostegno della famiglia. Sebbene queste soluzioni non siano prive di difetti hanno una notevole importanza per le zone rurali. Il Programma in questione fornisce un sostegno finanziario a 3/4 delle aziende agricole per il primo figlio, quindi può portare a realizzare gli obiettivi del sostegno e demografico previsti dalla legge. La regolazione analizzata può costituire uno strumento importante nella lotta contro la povertà nonché portare ad un aumento di tasso di natalità nelle campagne polacche nonché favorire il passaggio generazionale in agricoltura. Va anche notato che rapportato ad altri gruppi professionali il Programma non gode di un carattere così universale. Il Programma 500 plus dovrebbe quindi essere trattato come programma di sostegno e non come strumento principale della politica demografica della Polonia.
