Modern civilization is called knowledge and data processing era, in which date become significant factor of competitiveness in global economy for all its members. The learning region as a management theory aims better use of intellectual potential stuck in region. This process must have complex character, based on advanced leadership and organizational culture. On these fundaments one can build climate of cooperation and value system oriented towards realization important for the society purposes.
