A minor who lacks legal capacity to act – in particular, a preschool-aged child – may not directly participate in a public hearing held by a Sejm committee or be present at such a hearing. However, actions related to the exercise of that person’s right to participate in a public hearing may be undertaken by their statutory representative. Participation in a public hearing on a bill is not an action that can be independently performed by a person with limited legal capacity to act (i.e., a minor who is at least 13 years old). Nevertheless, this does not preclude the expression of interest in the legislative work or the presentation of a position at the public hearing on behalf of such a minor by their statutory representative.
