W niniejszym artykule omówiono występujące w literaturze przedmiotu czynniki rozwoju regionalnego, a następnie odniesiono je do praktyki polityki regionalnej prowadzonej przez władze publiczne na Mazowszu. Celem artykułu jest ocena działań polityki spójności prowadzonych przez jednostki samorządu terytorialnego (JST) na Mazowszu w latach 2007–2011. Ocena jest dokonana przez pryzmat czynników rozwoju regionalnego. Aby polityka była racjonalna – priorytety finansowe powinny nawiązywać do katalogu najczęściej występujących w literaturze przedmiotu czynników rozwoju, a ponadto być zgodne z miejscowymi uwarunkowaniami wyrażonymi m.in. w strategii rozwoju regionalnego. Badanie dowodzi, że na Mazowszu pierwszoplanowe znaczenie ma konwencjonalne podejście do rozwoju, które kładzie nacisk głównie na budowę infrastruktury podstawowej. Podejmowane projekty w niewystarczającym stopniu oddziałują na poprawę spójności terytorialnej w województwie, choć głównym wyzwaniem dla polityki regionalnej na Mazowszu są nadmierne dysproporcje między stolicą a pozostałą częścią regionu.

This article aims to assess the cohesion policy actions carried out by local and regional governments in the Mazovia region in 2007–2011. Assessment is made through the prism of the regional development factors. This is an attempt to examine the rationality of the cohesion policy. The main assumption of the study is that rational policy requires that financial priorities referred to the catalog of the most common factors in the development literature, and were in line with regional circumstances, among others expressed in the regional development strategy. The study shows that regional policy in the Mazovia is of primary directed to the conventional approach, which emphasizes mainly on the construction of basic infrastructure. Projects undertaken by this policy are insufficiently influencing the improvement of territorial cohesion in the region, although a major challenge for regional policy in Mazovia are excessive disparities between the capital city and the rest of the region.
