The paper focuses on current issues of Public Employment Services from the practical perspective. Presented diagnosis stems from Author’s 25 years of experience and knowledge, and enables identification of the key reasons for the current situation and criticised unsatisfactory performance of PES. The paper outlines the Author’s pro­osal of reform of the PES, which may be a starting point for further debate. Pragmatism of this proposal is based on the assumption, that evolutionary changes will be introduced to the present administrative structure. The approach to the issue of the PES reform is presented in two dimensions: in the shortrun — as interim changes, relatively easy and quick to implement, and in the long-run – as changes based on a socially acceptable vision of the PES, that require time and favourable circumstances to be introduced.

Artykuł poświęcony jest omówieniu aktualnych problemów publicznych służb zatrudnienia widzianych oczyma praktyka. Skrócona diagnoza sytuacji oparta na 25-letnim doświadcze­niu i wiedzy autora pozwala zidentyfikować kluczowe przyczyny istniejącego stanu i krytykowanej niesatysfakcjonującej efektywności działania. W artykule naszkicowano autorską propozycję wizji reformy PSZ, która mogłaby być punktem wyjścia do dalszej debaty. Pragmatyzm prezentowany w proponowanych reformach wyraża się przyjęciem założenia, że wprowadzane zmiany będą miały charakter ewolucyjny, a punktem wyjścia będzie obecna struktura administracyjna. Podejście pragmatyczne do problemu reformy PSZ prezentowane jest dwuwymiarowo: w perspektywie krótkoterminowej – jako zmiany doraźne, stosunkowo łatwe i szybkie do wprowadzenia i w perspektywie długoterminowej – opartej na społecznie akcep­owanej wizji PSZ, wymagające dłuższego czasu i sprzyjających okoliczności.
