This paper deals with some peculiarities of adaptive pedagogical design of regional educational system of in-service teachers’ education (RES STE): scientific content of the main notions, problems of the educational systems management, process of regionalization, and design as the main function of management. The features of the regional educational system management are expressed in the necessity of decision of problems of education at the level of not only educational but also national and regional politics, realization of principle of the system in a management education at all levels, revision of role and functions of the state in financing and organization of education, involving into the decision of educational problems of different social institutes. From the author’s point of view adaptive pedagogical design is the important condition of the effective functioning of regional educational systems of in-service teachers’ education. Management of the adaptive pedagogical design of the regional educational system of the regional system of in-service teachers’ education is considered as a set of leading actions, aimed at the development of professional characteristics, pedagogical mastery of the teachers of educational establishments and organizational culture of educators’ professional societies. The structure of the conceptual model of management by adaptive pedagogical design of the regional educational system of in-service teachers’ education is proposed, which consists of: aspects, principles, functions of the management of adaptive pedagogical design of RES STE, description of the model of interconnection (social order – department of the education and science – institute of in-service teaches’ training – regional educational system of in-service teachers’ education – management of adaptive pedagogical design of RES STE), main parameters of functioning and development of RES STE, design of the vectors and their development and implementation into RES STE («Normative legal resources»; «Optimizing of the structure and management by the adaptive pedagogical design RES STE»; «Priority tasks and the ways of the RES STE development»; «Strategic approaches in the RES STE»; «Strengthening infrastructure of the in-service teachers’ education institution»; «Ways of mastering teachers’ qualification»), aims and results. Proposed scheme of implementation of adaptive pedagogical design is broad and works under conditions of the regional educational system of in-service teacher’s education.
