Oficjalne aktywa rezerwowe to waluty międzynarodowe będące w gestii władzy monetarnej kraju, a ich posiadanie i/lub swobodny dostęp do nich warunkują funkcjonowanie i rozwój gospodarczy w dzisiejszym świecie. Rezerwy walutowe odgrywają więc szczególną rolę w gospodarkach rozwijających się, uzależnionych od zagranicznego kapitału inwestycyjnego, od importu, a często na dodatek mocno zadłużonych za granicą. Akumulacja rezerw dewizowych tworzy w ich przypadku swego rodzaju tarczę ochronną przed zjawiskami kryzysowymi i stanowi o ich wypłacalności w skali międzynarodowej, a więc o stabilności zewnętrznej całej gospodarki.

The official reserve assets are international currencies held by monetary authorities. Having them or having an easy access to them is a condition of economic growth nowadays. International reserves play a particular role in developing countries, which are highly dependent on international capital flows, on imported goods and have frequently a large amount of foreign debt. The accumulation of foreign exchange reserves may generate a self-insurance mechanism in case of crisis; it also establishes external solvency of the economy and its external stability.
