The inactive cannot be called as homogenous group of those of the labour force. Inactivity can result from lack of job search or readiness to start working. Literature survey shows that various quantitative methods can be applied to verify existence of the discouraged worker effect. Discouraged workers and the inactive looking for work but not ready to start working constitute reserve labour force. In favourable circumstances on the market they can compete for job posts with the unemployed, who are only the fraction of all those who look for work.

Osoby bierne zawodowo stanowią niejednolitą grupę tych będących poza zasobem siły roboczej. Przyczyny braku aktywnego uczestnictwa w rynku pracy są różnorodne i dotyczyć mogą poszukiwania zatrudnienia czy gotowości do jego podjęcia. Przegląd literatury pokazuje dobór różnorodnych metod ilościowych w badaniu istnienia efektu zniechęconych pracowników. Bierni zniechęceni bezskutecznym poszukiwaniem zatrudnienia oraz bierni poszukujący pracy, ale niegotowi do jej podjęcia stanowią rezerwową siłę roboczą. W przypadku sprzyjających okoliczności rynkowych mogą konkurować z bezrobotnymi o wolne miejsca pracy, którzy stanowią jedynie frakcję ogółu osób poszukujących zatrudnienia.
