Artykuł przedstawia rolę parlamentu wobec szczególnych zagrożeń na przykładzie rozwiązań konstytucyjnych wybranych państw obszaru byłego ZSRR (Litwa, Łotwa, Estonia, Białoruś, Ukraina, Rosja, Azerbejdżan). W artykule scharakteryzowano takie zagadnienia jak uniwersalność konstytucji, szczególne zagrożenia państwa (stan wojny i stany nadzwyczajne), gwarancje funkcjonowania oraz uprawnienia parlamentu.

The article presents the role of parliament in the situations of extraordinary threats on the example selected countries of the former USSR (Lithuania, Latvia, Estonia, Belarus, Ukraine, Russia, Azerbaijan). In the article the author describes next problems: the principle of generality of constitution, the extraordinary threats (state of war and states of emergency), guarantees the functioning and powers of parliament.
