Istotnym elementem polityki państwa jest poszukiwanie efektywnych metod popra¬wiania jakości kapitału ludzkiego społeczeństwa. Kadra pedagogiczna pełni bardzo istotną rolę transmisyjną w kreowaniu kapitału ludzkiego społeczeństwa, właściwym zatem kierunkiem poszukiwań jest racjonalna edukacyjna polityka kadrowa. W niniejszej pracy zastosowano metodę Data Envelopment Analysis (DEA) do zbadania zależności pomiędzy stopniem awansu zawodowego nauczycieli gimnazjów a wynikami egzaminacyjnymi uczniów, mierzonymi tzw. surowymi wynikami egzaminacyjnymi oraz edukacyjną wartością dodaną. Przeprowadzone badania wskazują na brak silnego związku pomiędzy stopniem awansu zawodowego nauczycieli a wynikami egzaminacyjnymi uczniów.

A significant component of state policy is the quest for effective methods of improving the quality of human capital in society. The teaching staff plays a very important role as a transmitter in the generation of society’s human capital. Thus, the proper direction of this search is rational staff educational policy. This paper utilizes the Data Envelopment Analysis (DEA) method to examine the relationship between the degree of professional advancement of middle school teachers and the examination results of their pupils as measured applying what are known as raw examination results as well as educational added value. Conducted research indicates an absence of any strong link between the professional state of advancement of teachers and pupil examination results.
