The level of innovativeness of the EU towards USA and Japan and other Asian economies raises concerns and a desire to reduce the differences between them since many years. Despite attempts to intensify the development, the basis of which the human capital and the development of science and technologies are to be, the realized strategies have not brought expected results. The level of competitiveness of economies, what is connected with the quality of life of residents depends indirectly also on the level of innovativeness. The aim of the article is to analyze the strategy based on smart speciali¬zations, which are part of the regional development paradigm.
