The article reflects the basic forms and problems of foreign consuls' activities in Kyiv during the period of autumn 1917 - spring 1918. Personal staff of the consular corps (James Grether, John Douglas, Pericles Hripari, Stelio Vasyliadi, Charles Fishman, Gabriel Annie, Victor Mozert, Isaac Vitenberh etc.) is studied. The author provides personal characteristics of foreign consuls. On the basis of archival information the agenda of consuls' meetings and consular appeals to the authorities are reproduced. The research showed that during the Ukrainian Central Rada three types of consulates functioned in Kyiv: a) consulates, which continued its activities after the declaration of the UPR; b) special missions with consular powers; c) public organizations focused on the protection of their state's subjects.
