Artykuł ten omawia rolę, jaką odgrywają wiedzochłonne usługi biznesowe (knowledge intensive business services - KIBS) w gospodarkach wschodzących w procesie powstawania, rozwoju i dyfuzji innowacji. Zagadnienie to nie spotkało się dotychczas z dużym zainteresowaniem ze strony badaczy, zwłaszcza w odniesieniu do wschodzących gospodarek Unii Europejskiej. Choć udział sektora KIBS w UE-10 (zarówno pod względem zatrudnienia, jak i wartości dodanej) jest ciągle niewielki, występuje wyraźna tendencja do systematycznego zwiększania jego znaczenia. Ponieważ KIBS są ważnym źródłem, katalizatorem i nośnikiem innowacji, jawią się jako duża szansa na zwiększenie potencjału innowacyjnego krajów UE-10, które są obecne zapóźnienie w dziedzinie innowacji w porównaniu nie tylko z krajami rozwiniętymi, lecz także z niektórymi rynkami wschodzącymi. Dla lepszego zrozumienia warunków niezbędnych do wykorzystania możliwości związanych z rozwojem usług biznesowych w badaniu tym, posługując się przykładem Polski, próbuje się określić determinanty, które z jednej strony umożliwiają rozwój usług typu KIBS, a z drugiej strony utrudniają włączanie się w procesy outsourcingu i offshoringu KIBS. Autor konkluduje obserwacją, iż polityka innowacyjna w Polsce rzadko uwzględnia usługi typu KIBS, mimo iż dowiedziono ważnej roli, jaką ten sektor odgrywa w systemie innowacji.

This paper discusses the role of knowledge-intensive business services (KIBS) in the emerging economies taking an innovation perspective. Yet this issue still remains neglected, especially in the context of emerging markets within the EU. Although the share of KIBS sector in the EU-10 economies (in terms of both employment and value added) is still modest, there is a visible trend of growing importance of this sector. As KIBS are important sources, carriers and facilitators of innovations they might be a great chance to increase the innovation potential of new EU members, especially considering their current backwardness in terms of innovation comparing not only to developed countries but also to some other emerging markets. To better understand the conditions needed to benefit from opportunities associated with business services development the study, using Poland as an example, tries to determine factors enhancing the KIBS development, on the one hand, and factors hampering the inclusion in the process of KIBS outsourcing and offshoring, on the other hand. The author concludes that innovation-oriented policy in the context of KIBS has been rare in Poland despite the essential role this sector has been argued to play in innovation system.
