The article discusses a problem of application of the transitional labour markets instruments and concept for the flexicurity strategies in active labour market policies towards people at different stages of their career. The concept of transitional labor markets (TLM) allows to look more broadly at the role of active labor market policy and to go beyond the standard approach aimed at reducing the number of unemployed through subsidized employment, vocational training and retraining and other measures to improve the bargaining position of the unemployed in the labor market. In the initial phase of work life the TLMs offer measures for the transition from labour market to education. Next, they help to combine work with child-rearing responsibilities and to minimize the risk of social exclusion for the transitions between periods of various forms of work and unemployment. In the last phase they allows to extinct gradually the professional activity and transit to retirement.
